Minor children occupying a seat (Over 2 years old)

There is no debate here. A child aged 3 with their own seat has the exact same unbreakable rights as an executive in a suit. They get their full €250-€600 compensation.

Babies under 2 years old (Lap Infants)

This was a huge battle in European courts. Babies often don't have their own seat and pay a small "infant fee" (like €10-€30). Airlines tried to argue they don't deserve the €600 fine.

The European Court of Justice (CJEU) unified the law in the landmark case (Air France v O.C.): An infant DOES have the full direct rights to the €250-€600 compensation, even if the flight only cost €10, as long as they were explicitly named on the booking / PNR.
